Politique KYC
Know Your Customer Policy (hereinafter the “KYC Policy“) sets out the rules regarding identity verification of Customers and helps to improve the security of the Service and prevent financial crimes.
The definitions set out in the Public Offer and Privacy Policy, and their appendices shall apply to this KYC Policy.
1.General information
a. PROXY-SELLER (hereinafter “PROXY-SELLER”, “US”, “WE”, and “OUR”) implements the highest standards of KYC Policy to ensure that Our Services are used in an ethical, transparent, law-abiding, and internet-safe way.
b. PROXY-SELLER and the Customer are legally bound by the Public Offer (hereinafter the “Agreement”) which governs the contractual relationship between Us as a service provider and the Customer, as any natural or legal person, as a service user, or a user of the Website prior to/without logging-in/creating a Personal Account.
c. The latest version of this KYC Policy, the Agreement as well as the Privacy Policy shall be available at https://proxy-seller.com/.
d. PROXY-SELLER warns Customers about the imminent legal liability for attempting to use the Service in a way that is restricted by law and Our Acceptable Use Policy.
e. Our KYC Policy is a mandatory document for all the Customers who wish to use Our Services and interact with Our Website.
f. The purpose of the KYC Policy is to identify our Customers, prevent and detect improper use of intellectual property objects available on the Website, respond to any Customer complaints and comply with any laws and regulations that apply to us.
2.Stages and requirements of the KYC Policy
a. A key measure to prevent illegal activity is verifying the Customer’s identity (hereinafter “Verification”).
b. The Verification process involves both manual and AI-based assessments and would be applied for the following non-finite cases:
I. Access to the Personal Account to become an Affiliate to benefit from the Affiliate Program, more details about which you can learn from PROXY-SELLER Affiliate Program Terms and Conditions;
II. Providing access to resources through proxies that are on the list of blocked for IPv4, IPv6, ISP, Mobile, Residential formats and other Services;
III. Conclusion of an agreement between Us and a legal entity;
IV. Withdrawal of funds from the Personal account balance;
V. Restoration of access to the Services in case of abusive behavior.
c. PROXY-SELLER has a unified Verification procedure which includes the following stages:
I. Pre-ordering: Our Verification process starts with the registration of the Personal Account. We check and evaluate the IP address, email, and other data against potentially fraudulent activity to detect any potential risks.
II. Ordering: Verification is essential for providing seamless access to Our Services. This process incorporates tailored solutions, including independent Verification methods and advanced automated detection systems.
III. Post-ordering: We do not observe Customers' activity directly, however, Our automated systems report all suspicious requests and similar actions, ensuring compliance with Our Acceptable Use Policy.
d. We reserve the right to include other cases that require the Verification.
e. PROXY-SELLER has the right to require the following data, documents, or information to be submitted by the Customer indicated as an individual to ensure compliance with the Verification:
I. Personal or official email address.
II. A scan or high-quality photograph of the passport (first and second page, as well as the page with the residence registration) or ID card (back and backside, as well as the Extract from the State Population Register of the place of residence registration), or a Driving licence (front and backside), or a Residence permit (front and backside).
III. Real-Time Verification via Photo/Video-confirmation: the Customer has to stand in front of the camera with their passport/ID card so that the photo and name are clearly visible.
f. PROXY-SELLER reserves the right to require the following data, documents, or information to be submitted by the Customers indicated as a legal entity:
I. A scan or high-quality photograph of the Customer’s legal documents, such as the incorporation certificate / the certificate of Good Standing / Incumbency.
II. A scan or high-quality photograph of the Customer’s structure, duly certified.
III. A bank statement that includes both the legal name and legal address (not older than 3 months).
IV. The Customer should provide the following information:
- the company’s legal name as incorporated;
- name under which it does business or designation (DBA);
- legal form;
- commercial registration number;
- the assigned tax identification number (TIN) and VAT number (if applicable);
- address of the registered office or main branch; and
- the names of the members of the representative body or the names of its legal representatives.
g. If a member of a representative body or a legal representative of the Customer is a legal entity, the documents and information referred to in Clause 2.6. must also be collected for this legal entity.
h. Documents should be submitted in English and well-read.
i. If the Customer has all the required documents and/or information, completing the Verification should take just a few minutes.
j. The Verification is submitted by the link that the Customer receives via email or live chat on the Website, depending on the way of interaction with the PROXY-SELLER. The link, provided to the Customer, is produced through third-party resources such as, but not limited to, Sumsub.
k. A notification regarding the submission, approval, request for additional documents, or decline of the Customer’s Verification will be sent to their email once the process is completed.
l. In case the Customer refuses to pass or fails Verification, they are rejected from usage of Our Services. Any disguised or counterfeit information provided during Verification is considered false and will result in access rejection to Our Services.
m. Verification failure means submitting documents/information that have expired or are no longer in force, and/or falsified documents. In case of expired documents/information, the PROXY-SELLER may request that the User submit the correct documents/information.
n. If there are any changes to the Customer’s personal data provided to PROXY-SELLER or the Customer carries out suspicious activities, PROXY-SELLER has the right to start the Verification again.
3.Information review, storage, and non-disclosure
a. PROXY-SELLER checks the details provided during Verification through both internal and independent sources.
b. If the provided information was not sufficient for passing Verification, the Customer may be asked for further identification.
c. All information received by PROXY-SELLER about the Customer’s identity will be stored and used in accordance with the PROXY-SELLER’s Privacy Policy and related regulations.
d. PROXY-SELLER has the right to refuse to provide the Services to the Customer after the Customer has passed the Verification if the Service is used for unlawful purposes.

4.Verification failure consequences
a. The current KYC Policy is an integral part of Our Use Policy.
b. If the Customer uses Our Services in an illegal and non-compliant way that is restricted by Our Use Policy, We reserve the sole right to initiate the Verification again.
c. If the Customer fails to comply with the Verification requirements, We reserve the sole right to ask for additional Verification documents and/or restrict your further usage of the Services upon the results of Our internal review.
d. PROXY-SELLER may apply one of the following, but not limited to, Verification failure consequences depending on the severity of the failure:
I. Personal Account limitations - if Verification documents are missing or have expired, submitted information cannot be validated, and/or additional information/documents are required, PROXY-SELLER may impose restrictions on the Customer’s Personal Account. These restrictions may include, but are not limited to:
- inability to access specific Services or
- limitations on some features.
II. Access rejection to the Services - PROXY-SELLER may reject access to the Services if:
- the Customer repeatedly fails to provide the requested information/documents by the KYC Policy;
- the Customer provides false, misleading, or altered information/documentation;
- Verification attempts to indicate a heightened compliance risk.
II. If the Customer conducts suspicious activity, PROXY-SELLER may subject the Customer to additional compliance procedures, including:
- requests for supplementary documents;
- verification through third-party data providers;
- ongoing monitoring or additional identity checks.
e. Personal Account limitations will remain in effect until the Customer successfully completes the Verification.
f. PROXY-SELLER may enforce other consequences required under applicable local or international regulations.
5. Prohibited jurisdictions and persons
a. The Customers from the following jurisdictions are prohibited from using Our Services:
- Afghanistan
- Belarus
- Congo
- China
- Crimea
- Democratic Republic of Congo (D.R.C.)
- Donetsk People's Republic (DNR), Ukraine
- Cuba
- Russia
- Iran
- Iraq
- Libya
- Luhansk People's Republic (LNR), Ukraine
- Myanmar
- North Korea (Democratic People’s Republic of Korea)
- South Sudan
- Sudan (North)
- Syria
- any jurisdiction where this Agreement and Our Services related to the proxy servers are prohibited by law
- any other sanctioned jurisdictions under OFAC and the EU.
b. The Customers, business activity of whose is related to the high-risk jurisdictions, may require a case-by-case legal review.
c. Prohibited Person means anyone PROXY-SELLER, at its sole discretion, considers to be ineligible, including:
I. Those failing the Verification.
d. Citizens, residents, or entities tied to jurisdictions listed in Clause 5.1.
I. Individuals or entities on U.S., EU, FATF current lists of high-risk and other supervised jurisdictions, or any other international sanctions lists.
II. Those identified as terrorist organizations by any governmental authority.
III. Anyone violating applicable laws.
IV. Individuals or entities involved in money laundering, terrorist financing, bribery, corruption, or under investigation for such offenses.
V. Politically Exposed Persons (PEPs), their close associates, family members, or entities formed for their benefit, unless disclosed in writing before participation.
e. The list of restricted jurisdictions, prohibited persons, and other mentioned guidelines are not designed to be all-inclusive. We reserve the right to expand or reduce the list of prohibited jurisdictions and persons at Our own discretion, for any reason and without any liability to the Customer or any other person at any time without notice.
6.Miscellaneous
a. Application of this KYC Policy. This KYC Policy applies to the Website. Once redirected to another website this Policy is no longer applicable.
b. Acceptance of this KYC Policy. We assume that all Users have carefully read this document and agree to its content. If one does not agree with this KYC Policy, they should not use this Website.
c. Language. The English language version of this KYC Policy is the prevailing version to any other possible version.
d. Severability. If any provision of this KYC Policy is held by a court or other authorized body of competent jurisdiction to be contrary to law, the provision will be deemed null and void, and the remaining provisions of this KYC Policy will remain in effect, such as clauses relating to the Verification process.
e. Modification. PROXY-SELLER may, in its sole discretion, for any reason and without any liability to the Customer or any other person, modify, supplement, or amend this KYC Policy at any time without notice. Any update to this KYC Policy comes into force at the moment it is published on the Website. By using the Services, you agree to be bound by any updated version of the KYC Policy.
f. Contacts. You are encouraged to contact Us by the means indicated in the Agreement. Sending an email to support@proxy-seller.com shall be considered to be the primary means of communication. PROXY-SELLER shall reply to your inquiries within 30 days (with the possibility of two 30-day extensions).
g. Integrity. This KYC Policy must be read and interpreted in conjunction with the Public Offer and the Privacy Policy. You may not use the Website without first reviewing the Public Offer and the Privacy Policy. By agreeing with the KYC Policy, it is presumed that the User has read and agreed to the terms of the Public Offer and the Privacy Policy.
h. Disputes. All disputes and/or disagreements between PROXY-SELLER and the Customer regarding this KYC Policy shall be resolved as prescribed in the Section 14 of the Agreement.
